The Memorial des Enfants at the Memorial de la Shoah - a space of several thousand black and white pictures of Jewish children who were deported from Paris to their death - is one of the most haunting places I can think of. I always go here alone when I'm in Paris and it gives me the goose bumps every time. It's a little bit like some of my favourite artist Christian Boltanski's work. There's something similar at Yad Vashem in Jerusalem set high up in the ceiling of one part of the museum (if I remember correctly) but that isn't specific to children (again, if I remember correctly).
